Chief Administrative Officer

With a population of over 430,000 people and encompassing 237,000 hectares, including 70 Gulf Islands, the capital region is a sought after destination, renowned for its mild climate, beautiful coastlines and natural ecosystems. The Capital Regional District (CRD) is the regional government for the 13 municipalities and three electoral areas in the region that include urban communities such as the City of Victoria, many of the Gulf Islands, a number of rural municipalities, and a vast tract of wilderness that lies along the south-western coast of Vancouver Island. The CRD conducts its business within the traditional territories of over 20 First Nations, including Songhees, xʷsepsəm (Esquimalt), W̱JOȽEȽP (Tsartlip), BOḰEĆEN (Pauquachin), SȾÁUTW̱ (Tsawout), W̱SIKEM (Tseycum), MÁLEXEȽ (Malahat), Sc’ianew (Beecher Bay), T’Sou-ke, Pacheedaht and Pune’laxutth’ (Penelekut). All of whom have a long standing relationship with the land and waters from time immemorial that continues to this day. Due to an impending retirement, the CRD offers a once-in-a-career opportunity as it seeks out its next Chief Administrative Officer.

The Chief Administrative Officer (CAO) provides leadership and administrative direction to this $700M operation with over $2.6B in assets and 1,000 staff, delivering over 200 services. This includes the operating areas of: Executive Services; Corporate Services; Finance and Technology; Integrated Water Services; Parks and Environmental Services; and Planning and Protective Services. Under the general direction of the Capital Regional District (CRD) Board of Directors, the CAO is responsible for administering, coordinating, and reviewing the activities of all CRD operations, facilities, programs and property. The position requires an emphasis on managing, leading, overseeing, mentoring, project management, monitoring, guiding, chairing, and problem-solving in matters which are central to the administration and operation of the CRD and its committees, commissions, boards, and subsidiaries. Whenever practicable, the CAO encourages, promotes and supports the importance of the cooperative
nature of the ‘federation of local governments’ and the Regional District as governance body to the electoral areas, and service delivery for the municipalities and electoral areas that make up this federation.

As the ideal candidate, you are a visionary and strategic leader with outstanding relationship and communication skills and a commitment to achieving excellence in public service. Dedicated to collaboration and leveraging the strengths of functional experts, team members and partners, the CAO will have a natural ability to build effective working relationships with elected officials, employees, Indigenous partners, other levels of government, and external organizations. You will bring experience moving agendas forward in a multi-partner environment and have demonstrated capacity in creating a positive work environment with a focus on service delivery. Your leadership experience has ideally been gleaned in a regional district or local government environment, and has been augmented by a degree in a related area (eg. engineering, business administration, public administration, social sciences) or related. Post-graduate studies in a field related to corporate administration and leadership would be an asset.
