A stunning community surrounded on three sides by 40 kilometres of ocean shoreline, the District of North Saanich is a rural community located 25 kilometres north of Victoria. The District is part of the Capital Regional District, supports a significant amount of agriculture, and is home to major entities such as the Victoria Airport Authority, BC Ferries, the Canadian Coast Guard and other agencies. The District of North Saanich is located on the traditional territories of the W̱SÁNEĆ people. Specifically, the BOḰEĆEN (Pauquachin) First Nation and W̱SĺḴEM (Tseycum) First Nation are an active and vital part of our community, and the District is committed to respectfully and appropriately engaging these nations in matters of common interest. This is a pivotal time for a Chief Administrative Officer to support North Saanich as it sets a vision for the future of the community, ensuring Council, the staff team, and community partners are able to work together collaboratively and effectively.
The Chief Administrative Officer (CAO) reports to Mayor and Council, and acts as the nexus between District Council and the civic administrative staff. They will be accountable for reflecting a community-centric approach in the strategies, business plans, programs, and services that align with Council’s priorities, and will influence an organizational culture that promotes teamwork, innovation, and a results orientation. The CAO will also play a role externally across the community with partners such as neighbouring local governments, the Capital Regional District, local First Nation communities, the Victoria Airport Authority, BC Ferries, provincial and federal bodies, and other various entities affecting the District.
As the ideal candidate, you are a collaborative and engaging leader who has had responsibility for providing dynamic and meaningful leadership in a customer-service oriented government organization. With strong interpersonal skills and a propensity for being visible and active in community, you bring a genuine belief in the value of community engagement and have a track record of supporting elected officials to create and implement a community vision that reflects the future aspirations of local citizens. A political and astute leader who can effectively build and earn trust, you have a reputation for listening, reflecting, and taking action, moving from broad consultation to results in an inclusive and decisive way. Your senior leadership experience in a community that ideally straddles urban and rural components is augmented by a relevant degree.
