Director, Wireless & Telecom Services

E-Comm is the first point of contact for 9-1-1 callers in 25 regional districts in British Columbia, handling over 1.8 million 9-1-1 calls a year (99 per cent of B.C.’s 9-1-1 call volume). E-Comm also provides dispatch services for police and fire departments and operates the largest multijurisdictional, triservice widearea radio network in the province used by police, fire and ambulance personnel throughout Metro Vancouver and parts of the Fraser Valley. Established in 1997 under the provincial Emergency Communications Corporations Act, E-Comm is owned by the municipalities and public safety agencies it serves. Operating from a purpose-built facility, E-Comm is recognized nationally as an industry leader whose defining mission is to help save lives, protect property, and to build partnerships that help create safer communities in British Columbia.

Reporting to the Vice President of Technology Services, the Director, Wireless & Telecom Services is responsible for leading E-Comm’s wireless and telecommunications services business and operations, including oversight of technology infrastructure, service offerings and operational processes. The Director will also provide leadership and oversight of the development and implementation of complex, capital-intensive technology systems and infrastructure projects and programs. The incumbent is a senior member of the Technology Services leadership team and participates in the development of the departmental strategy and objectives.

The Director will be accountable and responsible for E-Comm’s entire wireless business, including responsibility for broader business expansion and service evolution activities related to the radio system/service in alignment with E-Comm’s current and future corporate strategic plans. With E-Comm having recently completed the lifecycle replacement of its wide area radio network (the NGRP program), this role will be responsible for expansion of E-Comm’s wireless business and infrastructure beyond its current geographic footprint and user base. The incumbent will also support future business expansion efforts related to wireless and telecommunications services such as Public Safety Broadband and Next Generation 911.

The preferred candidate will have an engineering background and significant business, operational and project management experience related to significant capital infrastructure initiatives and delivery of wireless and telecommunications services, including business relationship management, project/program governance, financial management, implementation planning and leadership of highly skilled technology personnel. The Director will be a nimble and adaptive leader that works collaboratively and brings creativity to all aspects of the role. In addition, P.Eng. and PMP designations are considered assets.
