Provincial Health Services Authority
Senior Director, Employee Records and Benefits

The Provincial Health Services Authority (PHSA) works with the BC Ministry of Health, the five regional health authorities, and the First Nations Health Authority to bring health care closer to where BC residents live, to promote health, manage chronic conditions, and reduce the burden of illness. Its unique role in BC’s health authority system is to ensure that BC residents have access to a coordinated provincial network of high-quality specialized health-care services. From conducting ground-breaking research to training tomorrow’s professionals, to setting province-wide standards, to providing top-notch, compassionate patient care, PHSA’s leaders, health professionals, and staff consistently seek system-wide improvements with an emphasis on prevention, health promotion, and protection.

Reporting to the Senior Executive Director, Employee Services and Strategic Initiatives, the Senior Director, Employee Records and Benefits (Senior Director) is responsible for leading PHSA’s integrated Employee Records and Benefits (ERB) function as a high performing Shared Service for Providence Health Care (PHC), Vancouver Coastal Health (VCH), and PHSA. This position will lead Employee Onboarding, Records Management, Life Events, the Customer Contact Centre, and ERB Administration, Pension, and Benefit Services.

The Senior Director, Employee Records and Benefits will play a key role in helping PHSA achieve greater employee engagement by focusing on initiatives that promote a positive workplace environment. A proven leader with broad-based experience, the ideal candidate will demonstrate the proven ability to build strategic, collaborative partnerships to ensure ERB objectives are achieved and connected back to the business strategy and financial needs of the organization. Possessing experience working closely with and overseeing a team of functional specialists to provide a holistic ERB offering, the successful candidate will possess the capability to ensure all programs and initiatives are aligned with PHSA’s vision, mission, and values, and that they deliver the desired business benefits while remaining compliant with regulatory and collective agreement terms. Beyond the requisite technical requirements, the ideal candidate will be known as a problem solver, transformational, empathetic, and will uphold PHSA values to develop a culture of respect, compassion, innovation, partnership, and serving with purpose.

Possessing progressive leadership experience (in human resources and/or payroll/ERB) in large, complex environments and the proven ability to lead strategic and operational transformation through vision and inspiration with a heart for service and genuine care for people, the ideal candidate will hold a level of education, training, and experience equivalent to a Masters degree in Human Resource Management, Business Administration, Management Consulting, or a related discipline and be known for their empathetic leadership style and problem solving ability.

PHSA is committed to employment equity, encouraging all qualified individuals to apply. PHSA recognizes that its ability to provide the best care for its diverse patient populations relies on a rich diversity of skills, knowledge, background, and experience, and it values a safe, inclusive, and welcoming environment.
