Exciting News From PFM Executive Search

PFM Executive Search is excited to announce that valued employees, Matthew Bell and Maggie Ow have both been promoted to the position of Senior Consultant in recognition of their outstanding contributions to our client projects.

Matthew joined PFM as a Consultant in 2019, having previously worked as a Search Analyst at another executive search firm where he provided support on executive search, board recruitment, and director candidate assignments. Born and raised in Sydney, Australia, Matthew holds a Bachelor of Commerce (Liberal Studies) degree obtained from the University of Sydney and also possesses the designation of Certified Researcher Associate, which he obtained through the Association of Executive Search and Leadership Consultants (AESC). Outside of the office he is an enthusiastic hiker, a lover of live music, a regular blood donor, and a keen volunteer for various causes.

Maggie joined PFM in the fall of 2012 after having worked in London, UK for two years. She has grown with our firm and honed her skills by leading our research department before being promoted to the consulting team in 2019. Maggie has completed a range of projects across the private, public, and not-for-profit sectors and her in-depth experience in recruiting provides her with the ability to find and assess top talent across multiple industries. With her 9 years of experience in executive search, she brings a true commitment to client engagement and satisfaction which we know will continue in the years ahead. As a proud Vancouverite, Maggie enjoys spending time outdoors, playing volleyball, experiencing new cuisines, and is an avid traveller.

Elizabeth Kao – Senior Director, Strategic Financial Planning & Business Intelligence – British Columbia Institute of Technology

Jerry Chen – Associate Vice President, Human Resources (Communities of Expertise) – University of British Columbia

PFM Executive Search is excited to announce that Jerry Chen has been selected as the new Associate Vice President, Human Resources (Communities of Expertise) for the University of British Columbia, effective September 7th, 2021.

Jerry brings over twenty years of experience in the human resources practice in various sectors, most recently at Pacific Blue Cross where he led a complex compensation transformation project. Jerry also brings experience in Talent Acquisition where he spearheaded an Indigenous recruitment initiative. He has worked closely with Workday and has experience in driving Robotic Process Automation to reduce administrative work.

Paul Mochrie – City of Vancouver – City Manager

PFM Executive Search is delighted to announce the appointment of Paul Mochrie as the new City Manager for the City of Vancouver.

Mochrie has been serving as Acting City Manager since the departure of former City Manager Sadhu Johnston in early January. Prior to taking on this acting role Mochrie was Deputy City Manager, a position he was appointed to in October 2015. In this role, he provided oversight for a broad portfolio of municipal services, including: Fire and Rescue Services; Emergency Management; Development, Buildings and Licensing; Arts, Culture and Community Services; Technology Services; and Human Resources. He also represents the City as a director of the Pacific National Exhibition and E-Comm 911. 

Mochrie demonstrates ongoing commitment to equity and Reconciliation, and played a key role in the establishment of the City’s Equity Office within the Office of the City Manager with a mandate to decolonize and remove barriers to inclusion across the organization. 

Mochrie has broad experience in the public sector, including appointments with the Government of British Columbia, regional health authorities and employers’ associations. Immediately prior to joining the City, he worked with the BC Ministry of Health and led the business relationships between the PharmaCare program, pharmaceutical companies and retail pharmacies. He initially joined the City in May 2011 as the General Manager, Human Resource Services.

Mochrie holds a Bachelor of Commerce from the University of British Columbia and an MBA from Queen’s University.  

As the administrative head of the City, the City Manager oversees a $1.6 billion operating budget and a city-wide team of approximately 7,700 employees.
