Provincial Health Services Authority (PHSA)
Chief of Infrastructure & Sustainability

The Provincial Health Services Authority (PHSA) plans, manages, evaluates, and innovates specialized health services with the BC health authorities to provide equitable and cost-effective health care for people throughout the province. Through a strong data and evaluation team, as well as focus on innovation and partnership with academics, PHSA works with other health authorities across BC to provide equitable and cost-effective health care for people who need provincial services such as cancer care, the management of complex mental health issues, or renal care. Our values reflect our commitment to excellence and include: Compassion – Respect – Equity – Courage – Innovation.

PHSA’s work is guided by its purpose to inspire and unite specialized teams to create a healthier province for all, as well as its vision to boldly create an equitable, anti-racist, and culturally safe health care system where everyone thrives. PHSA lives by its values and is guided by the Coast Salish Teachings gifted to the organization by Coast Salish Knowledge Keeper Sulksun (Shane Pointe).

This is an opportunity to provide strategic leadership to one of the largest, most complex and most diverse facilities and infrastructure portfolios in British Columbia. The Chief of Infrastructure & Sustainability (CIS) provides long-term vision and ongoing operational oversight for PHSA facilities management, capital projects, real estate, environmental sustainability, and protective services. Reporting to the Chief Financial Officer and Vice President, Finance & Business Operations, the CIS is responsible for strategic direction and master planning for PHSA owned, operated and leased facilities. Additionally, they provide oversight of enterprise project management for complex, concurrent, long-term major capital projects. This person provides a holistic view of the portfolio and other program activities to bring project practices into a common operating framework, creating organizational alignment and operational optimization of service delivery.

The incumbent is a future-thinking and results-orientated leader that communicates a clear vision, strategy, and roadmap supporting PHSA’s provincial mandate and the development of accessible, sustainable healthcare across the province. The CIS develops and maintains strong collaborative partnerships within PHSA with operational and executive leadership and externally with entities such as the Ministry of Health, BC Housing, regional Health Authorities, partner municipalities, private sector partners, government agencies, regulatory bodies and other invested partners and groups. This position ensures the direction of the human, financial and material resources of the portfolio support the mandate and the mission, vision and values of PHSA.

With extensive expertise in capital project oversight, facilities management, and strategic leadership, this CIS excels at managing large-scale initiatives, from planning and budgeting to execution and long-term environmental, financial and operational sustainability. They bring a proven ability to optimize facilities operations, integrate sustainability practices, and leverage a deep understanding of building systems and maintenance. A skilled relationship builder, they foster collaboration across complex, multi-partner environments, effectively navigating organizational challenges to drive centralization and alignment. As a forward-thinking leader, they inspire and develop high-performing teams, successfully guiding them through change while maintaining cohesion and effectiveness. Their executive presence and expert advisory skills enable them to provide confident, strategic guidance to senior leaders and boards, ensuring organizational success.

The salary range for this position is $206,722 – $271,323. The starting salary for this position will be determined with consideration of the successful candidate’s relevant education and experience and will be in alignment with the provincial compensation reference plan.
