Fiona Wilson – Chief Constable – Victoria Police Department

PFM Executive Search is excited to announce that Fiona Wilson has accepted the role of Chief Constable with the Victoria Police Department effective August 15th/2025.

Wilson currently serves as one of three Deputy Chief Constables with the Vancouver Police Department (VPD) and brings more than 26 years of diverse, strategic, and operational experience to VicPD. Her career includes leadership roles overseeing the VPD Investigation Division, the Combined Forces Special Enforcement Unit, Court and Detention Services, Federal Serious and Organized Crime, Major Crimes, and Professional Standards.

Steve Rai – Chief Constable – Vancouver Police Department

After a rigorous and thoughtful selection process, PFM is proud to announce Steve Rai as the 32nd Chief Constable of the Vancouver Police Department.

Chief Rai brings more than three decades of experience with the VPD. He has worked across nearly every area of the department, starting as a frontline officer in the Downtown Eastside and rising through the ranks to lead major citywide operations, including the 2010 Winter Olympics and the 2011 Stanley Cup Riot.

From crisis response, to recruiting and training the next generation of officers, to implementing new technologies and championing wellness and cultural competency, Chief Rai has played a key role in shaping how the VPD serves our city today. He’s a decorated officer, a trailblazer, and a leader who embodies what it means to serve and protect Vancouverites.

In addition to being a highly effective and accomplished commander, Chief Rai is a respected bridge builder who has championed reconciliation within the VPD and fostered stronger connections with Vancouver’s diverse communities.

Adam Jussel – Managing Director, Student Affairs – University of British Columbia (UBC)

PFM Executive Search is excited to announce that Adam Jussel has accepted the role of Managing Director, Student Affairs with the University of British Columbia effective mid-July of 2025.

Adam comes to UBC with over 13 years of experience in the post-secondary field, and since 2019 he has been serving as the Dean of Students at the University of Wisconsin-Milwaukee (UWM). Prior to this, Adam served as the Assistant Dean of Students and the Director of the Office Student Conduct at Washington State University. Adam received his juris doctorate from Seattle University, and his Bachelor of Science in Business Information Systems from California Lutheran University.

As the Managing Director, Student Affairs, Adam will play a pivotal role in continuing to enhance and advance the strategic direction and oversight of a wide range of units and programs that are responsible for building, transforming, and enhancing the UBC student engagement and experience on the Vancouver campus.
