Debbie Carter – Vice President, Finance & Administration for Capilano University

PFM Executive Search is excited to announce the appointment of Debbie Carter as the new Vice President, Finance & Administration for Capilano University! Debbie commenced her employment on October 5th, 2020.

Debbie has held numerous leadership positions in her career, including chief administration and chief financial officer roles. Debbie comes to CapU from the District of Oak Bay, where she served as the municipality’s director of financial services and acting chief administrative officer. Prior to this, Debbie was the executive director, corporate finance & chief financial officer for the Province of Alberta’s Ministry of Human Services. Her professional background includes extensive leadership experience in complex, multi-discipline and unionized environments where her oversight has included financial planning and forecasting; asset and risk management and strategic planning.

Debbie is a Chartered Professional Accountant and earned her Master of Business Administration at Laurentian University. Her professional development includes management and leadership studies at the University of Alberta; Emergency Operations Centre training with the Justice Institute of BC and procurement and contract management training through the Province of British Columbia.

Debbie has volunteered as a presenter for municipal fire services and the Government Finance Officers Association BC. Her community service also includes invigilating examinations for the Certified General Accountants Association, BC at the University of Victoria and a term on the board of the Local Government Management Association.  In the relief efforts for the Southern Alberta Floods of 2013, Debbie’s department was responsible for issuing $63.6 million in emergency relief funding to 37,000 impacted families.

Terry Lake – Chief Executive Officer for the BC Care Providers Association (BCCPA) and EngAge BC

PFM Executive Search is thrilled to announce the appointment of Terry Lake as the new Chief Executive Officer for the BC Care Providers Association (BCCPA) and EngAge BC! Terry will commence his employment on September 8, 2020.

Terry is well known for serving as British Columbia’s Minister of Health (2013-17) and as a two-term MLA representing Kamloops-North Thompson. In his years prior to serving at the B.C. Legislature, he was mayor of Kamloops. He has also taught at Thompson Rivers University in Animal Health Technology and in the School of Business and Economics. Before that he was a business owner, a practitioner of veterinary medicine, and a broadcaster.

“I am very excited to join BC Care Providers Association and EngAge BC as CEO,” says Lake. “BCCPA is an organization that I have worked with before, and I have watched it grow into an important force in B.C. and across Canada in the area of seniors health and housing. In particular during the pandemic, BCCPA has provided decisive leadership to help keep residents and staff in our care homes and independent living sites safe.”

Karen Campbell – Executive Director for the British Columbia Law Institute (BCLI)

PFM Executive Search is thrilled to announce the appointment of Karen Campbell as the new Executive Director for the British Columbia Law Institute! She will commence her employment on September 8, 2020.

Karen brings over 20 years of experience practicing public interest law in British Columbia – most of which has involved law reform and advocacy for strengthened legal tools. Her work has consistently been designed to address access to justice issues, using both Indigenous and Crown legal frameworks. In her previous positions, Karen forged effective relationships with a broad range of stakeholders, developed creative approaches to legal challenges, and contributed to both federal and provincial law reform initiatives. She holds a Bachelor of Laws degree from Dalhousie University and a Master of Laws from the University of London, England.

Karen will work with the BCLI Board of Directors to advance BCLI’s and the Canadian Centre for Elder Law’s (CCEL) missions, to improve and modernize the law, and to increase access to justice. Under Karen’s leadership, BCLI will continue its independent and excellence-driven research, expand community engagement, and drive innovation to improve access to justice, support of older adults, and a broad range of laws. Through her collaboration with government and key provincial and national stakeholders, Karen will support BCLI and CCEL to address fundamental legal and systemic issues, and to develop just and innovative solutions towards a better future for Canada’s aging population and for all British Columbians.

Dale Mullings – Associate Vice President, Students for The University of British Columbia – Okanagan

PFM Executive Search is thrilled to announce the appointment of Dale Mullings as the new Associate Vice President, Students for The University of British Columbia – Okanagan! He will commence his employment on September 1st, 2020.

Dale comes to UBC from the University of Toronto Mississauga (UTM), where he has served since 2013 as Assistant Dean, Students and International Initiatives. Previously, he served as UTM’s Director, Residence and Student Life, and Director of Student Housing and Residence Life, and was an Instructor in Education Studies.

A skilled administrator and communicator, Dale has a strong record of collaboration with students, faculty, staff and community members. With an emphasis on integrated learning, he has led the development of several major student learning and development initiatives in partnership with academic departments, local school boards and non-profit organizations, and globally with non-governmental organizations and universities abroad. These included the Centre for Student Engagement, the International Education Centre and, in consultation with the Council of Aboriginal Initiatives Elders’ Circle, UTM’s Indigenous Centre.

Dale holds a Master of Education degree in higher education from the University of Toronto, a Bachelor of Arts with Honours in political science and English, and is a PhD candidate in leadership, adult and higher education at the University of Toronto’s Ontario Institute for Studies in Education.
