General Manager, Engineering & Public Works

The City of Richmond is seeking an experienced leader to serve as the General Manager of Engineering & Public Works (GM). Reporting directly to the Chief Administrative Officer, the GM will be a key member of the Senior Management Team and provide strategic direction and operational oversight for the planning, development, and maintenance of municipal infrastructure and public works services. The GM will play a key role in advancing the City’s priorities on infrastructure for housing, climate change mitigation and adaption, promoting sustainable development, and enhancing the overall livability and resilience of the community.

In addition, the GM supports complex decision-making on a day-to-day basis and works collaboratively and transparently in the community to ensure projects and services are managed successfully. Given the Department’s integral role in delivering essential services such as flood protection, and management of water services, fleet operations, roads, sewerage, and facilities, the GM will need to effectively engage with a diverse array of stakeholders and constituents.

The ideal candidate for this role will be an accomplished leader with a proven track record of success in senior engineering leadership positions within forward-thinking municipalities or complex public-sector organizations. They will bring extensive experience spanning multiple portfolios, including engineering, transportation, planning, and public works, thereby showcasing their expertise and credibility in these areas. Additionally, the incumbent should possess political acumen and experience navigating complex regulatory stakeholder environments as well as a demonstrated history of delivering major projects under political pressure and with responsibility for significant budgets. Strong leadership, effective communication, and relationship-building skills are critical, along with a commitment to fostering a culture of collaboration, innovation, and excellence within the team and across the organization.

The targeted salary range for this position is $240,000- $270,000 supplemented by a competitive benefits package.
