Geoff Garbutt – City of Courtenay – Chief Administrative Officer

PFM Executive Search is delighted to announce the appointment of Geoff Garbutt as the new Chief Administrative Officer for the City of Courtenay, effective April 14th, 2021.

Geoff has been working in local governments on Vancouver Island in progressively more senior roles for 20 years, most recently as General Manager of Strategic and Community Development with the Regional District of Nanaimo, but also previously with the City of Courtenay and the Comox Valley Regional District. He has lived in the Comox Valley since 2000.

Geoff holds a Masters of Urban and Regional Planning from Queen’s University, a Bachelor of Arts in Political Science and Government from the University of Calgary, and a Professional Certificate in Local Government Administration from Capilano University. His professional expertise focuses on strategic and long-range planning, sustainable community development, climate adaptation, and Indigenous relations.

“I love the Comox Valley, and I’m truly excited to be returning to lead the team at the City of Courtenay,” said Garbutt. “I’m eager to work with Council, engage with the area and get to know City staff. This is a great community and I’m looking forward to taking on this new role and developing strategies to implement Council’s vision.”

Malcolm Berry – BC Children’s Hospital Foundation – President and CEO

PFM Executive Search is pleased to announce the appointment of Malcolm Berry as the new incoming President and CEO of BC Children’s Hospital Foundation, effective March 2021.

Malcolm will be coming from St. Louis, Missouri, where he has been leading the Foundation at St. Louis Children’s Hospital for close to four years. During his time there he drove the Foundation’s strategy focused on rebuilding and growth, architecting their first fundraising campaign in over a decade, and growing the organization’s revenue by over 45%.

Prior to this, he spent over 10 years at SickKids Foundation in Toronto in many roles, most notably, as Vice President, Major Gifts, where he oversaw Major Gifts, Gift and Estate Planning, Stewardship and Donor Relations. He has also served in leadership roles with the Woodmark Group, a US/Canadian organization of premier children’s hospitals, as well as past Chair of the Board of Directors for the Canadian Association of Gift Planners. His passion for philanthropy and its vital role in improving children’s health is evident.

Malcolm and his family, including his wife and two children, are originally from Toronto. Malcolm has a Bachelor of Science from Queen’s University, a Bachelor of Education from the University of Toronto and a Masters of Business Administration from McMaster University.

Malcolm is excited to be returning to Canada to continue his personal mission of transforming child health outcomes through the advancement of philanthropy in his new role at BCCHF. Teri Nicholas, outgoing President and CEO, will continue in her role with the Foundation until Malcolm starts, and will support him through a transition period.

Tegan Scardillo – Director, Business Practices & Classification – Consumer Protection BC

PFM Executive Search is pleased to announce the appointment of Tegan Scardillo as the new Director, Business Practices & Classification for Consumer Protection BC. Tegan commenced her new role on March 29.

Tegan has been with the organization since its inception in 2004, starting off as Office Manager for Burnaby and then in 2015 moving into an Inspector role. She holds an Associate of Arts degree, which she obtained from Kwantlen Polytechnic University, and possesses a deep understanding of the legislation that CPBC regulates as well as the culture of the team she’ll be leading. Tegan’s ability to communicate effectively and to deal with ambiguity seamlessly should see her grow quickly into her new role.

Michelle Harrison – Chief Information Officer – Smythe LLP

PFM Executive Search is delighted to announce the appointment of Smythe LLP’s inaugural Chief Information Officer, Michelle Harrison, who started her role in January 2021.

As CIO, Harrison will oversee the Firm’s technology and innovation strategy. Smythe views technological innovation as a critical element of achieving its vision of being the leading professional service firm in the marketplace and the creation of this position was the next step towards this goal.

Harrison joins the Firm with over 20 years of technology experience spanning the financial services, telecommunications, insurance and regulatory sectors. Most recently, Harrison was Director of Industry Experience and Operations for the Vehicle Sales Authority of BC, where she led a variety of business functions, including technology. During her time at the VSA, Harrison was responsible for developing and delivering the organization’s digital strategy, transforming and modernizing the technology to generate efficiencies and lay a foundation for the use of innovative approaches in industry regulation.

John Lo – Chief Constable – West Vancouver Police Department

PFM Executive Search is delighted to announce the selection of John Lo as West Vancouver’s new Chief Constable, effective March 1st, 2021. He assumes the position from retiring Chief Constable Len Goerke who has provided WVPD with 7 years of leadership.

John brings over two decades of police experience to his role as Chief Constable and is the first internal promotion to the top role, in 17 years. Having spent his career serving the community of West Vancouver, John also brings experience with the Vancouver Police Department, having spent a secondment in their homicide section. Having taken on progressive leadership roles within the WVPD, including his most recent appointment to Deputy Chief, John brings experience within professional standards, operations and patrol.  He has strived to ensure community engagement, Indigenous relations and equity diversity and inclusion are at the forefront of WVPD’s mandate. John’s measured and intuitive approach has helped him build meaningful relationships both within the WVPD and externally, with the community and partner groups.

Chief Lo holds Bachelor’s degree in Psychology from Simon Fraser University and is working to obtain his Master of Arts in Conflict Analysis and Management from Royal Roads University. From a volunteer perspective, Chief Lo is a Coach with Coastal FC Soccer.
