Jeanne Weissl – Director, People & Culture – Greater Victoria Public Library

Located in Victoria, BC GVPL is recognized as a leader in the library community. GVPL works to create opportunities that spark a fervor for lifelong learning while providing the space and resources to enhance creativity, self-expression and community building.

In her role of Director, People & Culture, Jeanne will work along-side a board of Directors and executive team to provide services at 12 library branches, on their website and out in the community to 380,00 residents in 10 municipalities in the Capital Regional District. Jeanne will champion and deliver innovation around organizational development, workforce planning, training and development, compensation and benefits, and occupational health and safety and will foster a vibrant and diverse organizational culture that works diligently to support the priorities of GVPL.

After studying at Simon Fraser University, University of Victoria and University of British Columbia, Jeanne spent time working in Corporate Services, Business Support, Aboriginal Relations and has spent the last 10 years working as an HR leader in the BC Public Service. Janice Comeau – BC Milk Marketing Board – Board Chair

PFM Executive Search is delighted to announce the appointment of Janice Comeau as the new Chair of the BC Milk Marketing Board, effective July 31, 2021.

Janice is a strategic, trusted advisor and corporate director with over 30 years of diverse experience. Since obtaining her CA designation she has held senior leadership roles in a variety of industries including manufacturing, construction, real estate, technology, and mining. She has worked for private and publicly held companies ranging in size from $3 million to $500 million. Currently, Janice delivers strategic level financial leadership, accountability, strategic insight, and performance improvement for entrepreneurial and public firms in growth or change. In 2016 she was the recipient of the BC CFO of the year for large private companies and the Corporate Leadership Award for Surrey Women in Business.

Janice completed her ICD.D designation in 2018 and has 17 years of board experience. She is currently on the Board of Sugarbud Craft Growers Corp and the International Women’s Forum. Janice served as Board Chair over the last 3 years of a 9 year term for the BC Land Title and Survey Authority. She was the first independent director of a private geotech and environmental professional services company and helped them develop a strategy that resulted in profit improvement and sale of the company. From 2004-2009 she was a director of the Legal Services Society, an organization formed to serve the interests of marginalized citizens to access the justice system when their families, freedom, or safety are at risk. As a volunteer Janice has been involved with Junior Achievement of BC, the YWCA Women of Distinction Nomination Committee, and the Institute of Chartered Accountants Seniors tax Clinic.

Chris Sandve – Chief Regulatory Officer – BC Hydro

PFM Executive Search is delighted to announce the appointment of Chris Sandve as the new Chief Regulatory Officer for BC Hydro. Chris commenced his new role on May 3.

Chris has been with BC Hydro since 2015 when he joined as a Director of Policy & Reporting. From there, he moved into a Director of Policy & Corporate Relations role and most recently he’s been the Senior Manager of Regulatory & Rates, where he’s led the development of significant regulatory filings and has collaborated with multiple departments across the organization to provide strategic policy analysis, advice, and recommendations. Prior to BC Hydro, Chris held roles with the Government of British Columbia and the District of Houston.

Chris holds a Bachelor of General Studies degree, with a focus in Business Administration, which he obtained from Simon Fraser University, as well as a Post-Baccalaureate Diploma of Public Sector Management, which he obtained from Thompson Rivers University.

Kevin Meier – General Manager – Argus Control Systems

PFM Executive Search in Vancouver, BC is excited to announce that Kevin Meier has been selected as the new General Manger with Argus Control Systems. Located in Surrey, BC Argus is a leader in the design and manufacture of automated control systems for commercial horticulture, ag-biotechnology research, plant-made pharma, cannabis, and other custom-controlled applications. Argus’ hardware and software solutions automate the process of monitoring, regulating, and manipulating application-specific growth environments.

In his role of General Manager, Kevin will work along-side executive leadership to envision market opportunities, guide a strong senior management team towards continued organic growth, and capitalize on operational efficiencies. Additionally, he will be accountable for the overall leadership, and day to day management of the organization by building, inspiring and coaching a diversified team.

After completing his Bachelor of Arts at Trinity University, and a Master of Business Administration at Queen’s School of Business, Kevin went on to lead manufacturing teams in Canada and China. After much success building teams, driving business development, and increasing revenues, Kevin found his way back to British Columbia. As the VP, Business Operations at Koch Industries, Kevin coordinated activities and helped lead the process of an acquisition between Koch Industries and Genesis Robotics, where Kevin continued on as the VP, Business Operations. Most recently Kevin has been working as a consultant providing operational support to manufacturing companies through Covid-19. Kevin began his new role with Argus April 2021.

Paul Mochrie – City of Vancouver – City Manager

PFM Executive Search is delighted to announce the appointment of Paul Mochrie as the new City Manager for the City of Vancouver.

Mochrie has been serving as Acting City Manager since the departure of former City Manager Sadhu Johnston in early January. Prior to taking on this acting role Mochrie was Deputy City Manager, a position he was appointed to in October 2015. In this role, he provided oversight for a broad portfolio of municipal services, including: Fire and Rescue Services; Emergency Management; Development, Buildings and Licensing; Arts, Culture and Community Services; Technology Services; and Human Resources. He also represents the City as a director of the Pacific National Exhibition and E-Comm 911. 

Mochrie demonstrates ongoing commitment to equity and Reconciliation, and played a key role in the establishment of the City’s Equity Office within the Office of the City Manager with a mandate to decolonize and remove barriers to inclusion across the organization. 

Mochrie has broad experience in the public sector, including appointments with the Government of British Columbia, regional health authorities and employers’ associations. Immediately prior to joining the City, he worked with the BC Ministry of Health and led the business relationships between the PharmaCare program, pharmaceutical companies and retail pharmacies. He initially joined the City in May 2011 as the General Manager, Human Resource Services.

Mochrie holds a Bachelor of Commerce from the University of British Columbia and an MBA from Queen’s University.  

As the administrative head of the City, the City Manager oversees a $1.6 billion operating budget and a city-wide team of approximately 7,700 employees.
